Senator Kelly, Cochair, moved and asked unanimous consent that the                                  
Finance Committee referral be waived on SENATE BILL NO. 317                                         
"An Act relating to the national forest income program in the                                       
Department of Community and Economic Development and to the                                         
authority of the department to adopt regulations; and providing for an                              
effective date." Without objection, the bill was referred to the Rules                              
Committee.
